About this program

The Department of Agriculture Rural Housing Service administered the Empowerment Zones Program (CFDA 10.772) to fund job creation and economic revitalization in rural areas, with the most recent grant award dated July 14, 2010—over sixteen years ago.

The program funded rural economic development initiatives through two main activity streams: Rural Empowerment Zones Grants and Rural Enterprise Community Grants. Representative awards include a Cooperative Service Program special earmark for Maine's empowerment zone ($499 thousand, July 2010), Rural Empowerment Zones grants ranging from $500 thousand to $1.3 million per award, and Rural Enterprise Community grants typically valued around $125 thousand each. The program funded 153 Project Grants totaling $45 million in federal obligations across its active funding period.

Award activity peaked in 2007 with 46 grants, followed by 28 awards in 2008, 25 in 2009, and a single award in 2010 before the program ceased funding. The Rural Housing Service was the sole funder across all 153 awards. The portfolio is entirely comprised of Project Grants with no Cooperative Agreements or other assistance types represented.

No recent grant opportunities are posted. The program has not issued new awards for over sixteen years, indicating that active funding under this Assistance Listing has concluded. Organizations considering this program should verify current operational status with the Rural Housing Service before investing in application development.
