About this program
The Department of Agriculture Forest Service is distributing Project Grants and one Cooperative Agreement totaling $16.2 million in federal funds to state and tribal forestry agencies for capital improvements and equipment modernization at tree seedling nurseries and seed orchards under CFDA 10.736, with the most recent award issued on August 7, 2026.
The program funds concrete facility and equipment upgrades at state, tribal, and territorial nurseries and seed orchards to increase seedling production capacity and seed availability. Recent awards support greenhouse construction and renovation, installation of soil-sterilizing and sowing equipment, tray conveyor systems, bench heating and irrigation systems, walk-in cooler rehabilitation, seed extraction facilities, and related infrastructure. Staffing for seasonal nursery operations, seed collection, and procurement activities, along with training and contract labor for seedling or seed production, are also eligible. All projects must demonstrate increased seed or seedling production capacity or output. Award periods typically span 12 to 36 months.
The portfolio is dominated by Project Grants (98 percent of 52 awards through August 2026), with Forest Service regional offices distributing funds unevenly across the country. The Eastern Region (R9) leads with 15 awards totaling $5.6 million in federal obligated funds, followed by the Southern Region (R8) with 12 awards and $3.8 million, and the Northern Region (R1) with 8 awards and $2 million. Combined, these three regions account for 87 percent of award count and 86 percent of federal dollars. Recipients contribute non-federal cost-share; the combined total obligated across all awards is $17.2 million against $16.2 million in federal funds.
Award activity has accelerated: 2024 saw 7 awards, 2025 delivered 25, and 2026 has issued 20 through August. Typical awards range from $160 thousand to $500 thousand, though some exceed this; a Minnesota cold storage project received $1 million and a California seed production expansion drew $1 million. The Webster Forest Nursery in Washington received $995,640 in August 2026 to expand seedling production for wildfire recovery and timber restoration. An Illinois nursery received $1 million in December 2025 for cooler rehabilitation and multi-year equipment leasing. A cooperative agreement with the University of Georgia for $49,999 (December 2025) supports research on drone technology for weed and pest management in nurseries and orchards.
Eligible applicants are state forestry agencies or their equivalents, federally recognized tribes, and U.S. territories and possessions. Grants are awarded non-competitively; eligible entities are identified directly or through the National Association of State Foresters. No recent grant opportunities open to competitive application are present in the source. The program is funded through the Bipartisan Infrastructure Act.
