About this program
The Department of Agriculture Forest Service is funding the removal of flammable vegetation and production of biochar and innovative wood products through education, market development, and crew hiring support under Assistance Listing 10.733, with the most recent award disbursed on June 27, 2023.
Program activity is minimal by recent standards. A single cooperative agreement for $4 million was awarded in 2023; no grant opportunities have been posted since, and no additional awards have been disbursed in the three years following. The Bipartisan Infrastructure Law program appears dormant or in post-award implementation phase.
The program funds forest management crews hired to remove hazardous vegetation and produce biochar and other wood products derived from forest restoration and thinning operations. Eligible activities include promotion and education of biochar production and utilization, technical assistance to biochar producers and users, research and demonstration projects, and market development for biomass materials generated from forestry operations. Construction is not an allowable cost. Grant and cooperative agreement terms do not exceed five years.
All funding flows through the Department of Agriculture Forest Service Washington Office Acquisitions. The program portfolio consists entirely of cooperative agreements, reflecting a partner-driven implementation model. The single funded award was a $4 million cooperative agreement (23CA11132544035) focused on restoration treatments for innovative biochar production and application, running through June 2025.
Eligible applicants include for-profit entities, state and local governments, Indian Tribes, school districts, nonprofits, institutions of higher education, and special purpose districts such as conservation districts and ports.
No current or recently posted grant opportunities are available. Given the single 2023 award and absence of subsequent solicitations or disbursements, this program does not present an active funding pathway at present.
