About this program

The Department of Agriculture Forest Service is awarding grants and cooperative agreements through the Inflation Reduction Act Hazardous Fuels Transportation Assistance program (CFDA 10.728) to fund transportation of biomass and other wood products removed during hazardous fuels treatment, with the most recent award issued December 12, 2025.

This program funds trucking, rail, and intermodal transportation costs for moving economically constrained materials—including sawlogs, biomass, slash, and mill residuals—from National Forest System lands to facilities where they can be processed into forest products or energy. Recent awards emphasize hauling materials that would otherwise remain on-site or in log landings due to long haul distances, low product value, or mill closures, with funded projects targeting wildfire risk reduction across multiple active forest management contracts.

The program is actively scaling. Seventeen awards totaling $57.8 million in federal dollars obligated have been disbursed since June 2023, with non-federal cost-share bringing the combined obligation to $84.3 million. Award volume has accelerated: two awards in 2023, four in 2024, and eleven in 2025. The funding mix is split between Cooperative Agreements (53% of awards) and Project Grants (47%), with award terms extending up to five years.

Funding is concentrated at the Department of Agriculture Forest Service Washington Office Acquisitions, which has issued 13 awards totaling $47.9 million in federal dollars. Four regional offices (Rocky Mountain, Pacific Northwest, Southwestern, and Northern Regions) account for the remaining four awards and $10.1 million. Recent individual awards range from $22 thousand to $7 million, with recent cooperative agreements centered around $5–7 million and recent project grants ranging from $810 thousand to $7.1 million.

Recent representative awards include Cooperative Agreement 26CA11132544006 ($5.2 million, completed December 2028) facilitating biomass transportation and sale related to forest fire hazard mitigation, and Project Grant 24DG11021600008 ($7.1 million, March 2024) for an Inflation Reduction Act rail transportation program. No current grant opportunities are listed as open.
