About this program

The Department of Agriculture Forest Service is funding retrofits, expansions, and establishment of wood-processing and biomass-energy facilities that purchase restoration byproducts from federal and Tribal lands, with the most recent award on April 27, 2026, under Assistance Listing 10.725. The program has distributed $81.8 million in federal dollars across 115 awards since June 2023, though award velocity has declined sharply—from 44 awards in 2023 to only 3 through April 2026. Funding supports sawmill equipment upgrades, new drying kilns, chipping systems, pellet manufacturing capacity, firewood processing lines, and biomass-to-energy modernization aimed at reducing restoration project costs by creating sustainable markets for wood byproducts in high-fire-risk and insect-disease areas.

Awards are predominantly Project Grants (99 percent), with the five regional Forest Service offices—Pacific Southwest (31 awards, $19.4 million), Pacific Northwest (16 awards, $13.7 million), Southwestern (14 awards, $10.5 million), Rocky Mountain Research Station (16 awards, $10.3 million), and Northern (14 awards, $8.9 million)—accounting for 79 percent of award count and 77 percent of federal dollars. Individual awards cluster in the $900 thousand to $1.25 million range, though outliers such as a $3.5 million planer upgrade and a $2.3 million Alaska wood-energy program stretch beyond typical magnitude. Recipients have included tribal enterprises, community nonprofits, and for-profit sawmills and biomass operators; recent examples include Iron Triangle's $1.4 million retrofit of the former Malheur Lumber facility in Oregon (April 2026), a $1 million hardwood kiln installation on the Allegheny National Forest (January 2026), and a $1 million stationary chipping facility to support wildfire prevention (September 2025). Grant activities must complete within five years of award; non-federal cost-share totaled $11.8 million across the portfolio, indicating modest recipient matching.

The 2026 Wood Products Infrastructure Assistance Program (USDA-FS-WPIA-2026) closed on April 22, 2026, with award ceiling raised to $2 million and a pre-application webinar held by February 20. The 2025 round (posted October 2024, due December 2024) offered $20 million with approximately 50 percent raw-material procurement from federal or Tribal lands required for eligibility. No opportunity is currently open for application.
