About this program

The Department of Agriculture Forest Service administers the Infrastructure Investment and Jobs Act Capital Maintenance and Improvement program (CFDA 10.718), which funds restoration, repair, and adaptation of recreation sites, legacy forest roads and trails, forest roads, and removal of non-hydropower dams on federal lands, with the most recent grant award disbursed on July 17, 2024.

The program operates through cooperative agreements exclusively, funded under subsection 40801 and 40804(b)(7) for fiscal years 2022 through 2026. Work must occur on Forest Service assets and provide direct support to Forest Service land management activities that reduce wildfire risk. The program requires recipients to execute formal cooperative agreements, develop comprehensive financial plans, and complete detailed scopes of work negotiated with local Forest Service program managers and grants management specialists. Statutory authority cited for fund obligation determines the application of 2 CFR 200 requirements.

Recent activity shows three cooperative agreements totaling $2 million in federal obligated funds across the portfolio. The Department of Agriculture Forest Service R4-Intermountain Region has been the dominant funder, accounting for two awards valued at $1.8 million, while the R6-Pacific Northwest Region funded one award of $108 thousand. Award volume has declined from two grants in 2023 to one in 2024, suggesting reduced recent disbursement frequency.

Representative recent awards reflect watershed and habitat restoration work aligned with wildfire risk reduction. The most recent award, a Cooperative Agreement for $1,045,000 supporting integrated vegetation restoration projects, carries a completion date of July 15, 2034. An earlier award of $816,410 funded upper Salmon Basin watershed restoration through June 2028. A third award of $107,635 supported gates for sensitive habitat restoration area protections.
