About this program

The Department of Agriculture Forest Service is awarding Cooperative Agreements under Good Neighbor Authority (CFDA 10.691) to states, counties, and federally recognized Indian tribes to conduct forest, rangeland, and watershed restoration projects on National Forest System lands, with the most recent grant award on August 24, 2026.

The program funds forest and rangeland management activities across jurisdictional boundaries, including hazardous fuels reduction, timber harvest and stand improvement, prescribed fire operations, noxious weed and invasive species treatment, wildlife and aquatic habitat restoration, riparian restoration, abandoned mine remediation under CERCLA, post-disaster recovery, reforestation and tree planting, recreational infrastructure and trail maintenance, and archaeological and botanical surveys. Recent awards reflect emphasis on wildfire risk mitigation, forest health improvement, and landscape restoration following hurricanes and wildfires. Generated revenue from timber sales and other activities is reinvested into land management goals.

The portfolio is entirely Cooperative Agreements (493 of 494 awards). Funding is highly concentrated among five Forest Service regional offices, which account for 76 percent of awards: the Southern Region (R8) leads by federal dollars obligated at $332.6 million across 78 awards, followed by the Southwestern Region (R3) at $80.8 million across 50 awards, Rocky Mountain Region (R2) at $42.6 million across 90 awards, Intermountain Region (R4) at $38.1 million across 76 awards, and Northern Region (R1) at $33.6 million across 22 awards. Combined federal dollars obligated total $592.6 million, with combined total obligated (including non-federal cost-share) reaching $727.3 million, representing a $134.7 million recipient contribution.

Recent award magnitudes range widely from under $10 thousand to over $5 million. Notable large awards include a $290.4 million North Carolina disaster recovery and restoration agreement (September 2025), a $5.1 million Montana timber and collaborative forest management initiative (December 2025), a $5 million Colorado reforestation capacity expansion (July 2026), and $3.8 million mine remediation projects in Arizona (August 2026). Smaller routine projects typically range from $40 thousand to $1 million.

The program has awarded 494 grants since 2008, averaging 37–50 awards per year in recent years, with 37 awards already in 2026. Agreements may run up to 10 years. No current grant opportunities are posted; applications are negotiated directly between the Forest Service and eligible cooperating states, counties, or federally recognized tribes in states containing or affected by National Forest System lands, including Puerto Rico.
