About this program

The Department of Agriculture Food and Nutrition Service is no longer accepting applications under CFDA 10.649 (Pandemic EBT Administrative Costs), as the program ended with the conclusion of the COVID-19 Public Health Emergency on May 11, 2023, and will not be renewed.

The program funded state agency and local entity administrative costs for operating the Pandemic Electronic Benefit Transfer program, which delivered nutrition assistance on EBT cards to school-age children who would have received free or reduced-price school meals under the National School Lunch Program and School Breakfast Program had their schools not closed or reduced hours, as well as SNAP-enrolled children in closed or reduced-capacity child care facilities. During summer months, the program also covered school-age children eligible for free or reduced-price meals regardless of school operating status. Following the end of the federal public health emergency, only school-age children eligible for free or reduced-price meals who attended an NSLP-participating school in School Year 2022–2023 were eligible for summer 2023 P-EBT benefits.

The program operated exclusively as Formula Grants, with 273 awards issued between October 2020 and October 2022. The Department of Agriculture Food and Nutrition Service funded all awards, totaling $1.25 billion in federal dollars obligated. Award volume declined over time: 103 awards in 2020, 91 in 2021, and 79 in 2022. The most recent award was issued October 30, 2022.

Award magnitudes ranged widely, from under $10,000 to $165.7 million. Representative recent awards include California's $165.7 million grant (October 2022), Pennsylvania's $35.4 million grant, and New York's $39.9 million grant, all obligated in October 2022. Smaller states and territories received proportionally reduced allocations; for example, the Virgin Islands received $16,990. Recipients were required to submit a plan of operation prior to funding approval. Financial records and supporting documents had to be retained for three years following award.

This program is not open for new applications and is not a candidate for pursuit.
