About this program
The Department of Agriculture National Institute of Food and Agriculture (NIFA) funds agricultural risk management education initiatives through the Agriculture Risk Management Education Partnerships Competitive Grants Program (CFDA 10.520), with the most recent award issued September 30, 2025, and a current open solicitation due September 21, 2026.
The program funds results-based educational initiatives that teach agricultural producers to manage production, marketing, financial, legal, and human resource risks through futures, options, crop insurance, cash forward contracting, debt reduction, production diversification, marketing strategy, and business planning. Recent awards demonstrate a dual operational model: large regional and national infrastructure grants to university-based Extension Risk Management Education (ERME) centers and the Digital Center for Risk Management Education, which collectively manage competitive subgrant programs; and specialized initiatives including a Technical Assistance Provider Network pilot to help underserved producers access USDA Farm Service Agency loan programs and a meat and poultry processing workforce development program. The program places special emphasis on beginning farmers, legal immigrant producers, socially disadvantaged and historically underserved farmers, retiring operators, and producers converting to new markets.
All 29 awards in the portfolio since 2018 are Project Grants. NIFA has obligated $68.6 million in combined federal dollars over the past seven years, with an average award cadence of five awards per year over the past five years. Award magnitudes range substantially: regional center awards typically obligate $2.1 million to $2.3 million over three years, specialized infrastructure grants reach $7.6 million over five years, and smaller projects in meat and poultry processing range from $100 thousand to $600 thousand. Recent recipients include the Southern Risk Management Education Center at the University of Arkansas ($2.121 million, awarded September 30, 2025), the North Central Extension Risk Management Education Center at the University of Nebraska-Lincoln ($2.121 million, awarded September 30, 2025), the Western Extension Risk Management Education Center at Washington State University ($2.121 million, awarded September 30, 2025), and the Digital Center ($565.8 thousand, awarded September 30, 2025).
Eligible applicants are public and private entities including land-grant institutions, cooperative extension services, colleges and universities, federal, state, and local agencies, nonprofit and for-profit organizations, and other entities; subcontractors need not meet eligibility criteria if necessary to project conduct. Project periods cannot exceed five years. The current NOFO (USDA-NIFA-ARPA-012381) posted August 20, 2026, with applications due September 21, 2026.

How to apply
- Criteria for selecting proposals
NIFA evaluates each application in a two-part process. First, each application is reviewed to ensure that it meets the administrative requirements set forth in the NOFO. Second, a peer-review process (https://www.nifa.usda.gov/nifa-peer-review-process-competitive-grant-applications) will be used to evaluate the scientific and technical merit of applications that have meet the administrative requirements. After each peer review panel has completed deliberations, the responsible NIFA program staff will either recommend an application for support from available funds or decline an application due to insufficient funds or unfavorable review.
- Award procedure
Within the limit of funds authorized, the NIFA awarding official will make grants to eligible applicants whose applications are judged most meritorious under the procedures set forth in this NOFO. A formal notification in the form of a Notice of Award (NoA), signed by the Authorized Departmental Officer, will be provided to the applicant organization for successful applications. The NoA is the authorizing document and will be sent via email to the recipient's Authorized Representative. The NoA will provide pertinent instructions and information including, at a minimum, the information described in 2 CFR 200.211 (see NIFA's Terms and Conditions).
