About this program
The Department of Agriculture National Institute of Food and Agriculture (NIFA) is funding organizations to deliver targeted technical assistance and establish technical assistance networks that improve farmer participation in USDA programs, CFDA 10.234, with the most recent grant award issued September 1, 2023.
The program funds technical assistance delivery projects and capacity-building activities for underserved agricultural producers—specifically farmers, ranchers, forest landowners, and operators. Funded work spans outreach and education on USDA program eligibility, business and financial planning, land access support, cooperative development, marketing assistance, agricultural production training, and legal support addressing land tenure and heirs' property issues. Recent awards reflect heavy focus on reaching socially disadvantaged and minority farmers (including Native American, Black, Latino, immigrant, and veteran producers), beginning farmers, and regionally concentrated underserved populations.
Assistance is provided predominantly through Cooperative Agreements (92 percent of awards; 34 of 37) with a small share of Project Grants (8 percent). NIFA is the sole funder across the program. The portfolio has generated $128.7 million in combined federal obligations across 37 awards, with annual disbursement averaging roughly 18–21 awards per year over the past two years. Awards typically fall in the $1 million to $5.5 million range, though one 2022 award to Farmer Veteran Coalition reached $8.96 million. Project periods run up to five years from award date.
Recent awards include American Farmland Trust's Growing Equity project ($4.688 million, January 2023) providing business technical assistance to underserved producers nationwide; the Federation of Southern Cooperatives' regional effort ($14.86 million, April 2022) serving African American farmers and landowners across seven Southern states; and the Intertribal Agriculture Council's outreach to American Indian producers ($10 million, April 2022). The Intertribal Agriculture Council also received a Project Grant ($4.996 million, September 2023) for targeted outreach on USDA financial assistance programs to Native producers.
The most recent grant opportunity (USDA-NIFA-OP-009004, posted March 9, 2022, due July 6, 2022) has passed. No currently open opportunities are listed. Applicants must be domestic nonprofit entities or institutions of higher education; current cooperators under Section 1006 of the American Rescue Plan Act may participate as collaborators or subcontractors but not as lead applicants provided their activities are new and non-duplicative. Grants are subject to five-year project-period ceilings and standard 2 CFR Part 200 audit and record-retention requirements.

Eligibility
- Applicant eligibility
Designations Applicants must be domestic nonprofit entities or institutions for higher education (see Request for Application [RFA] Definitions in Part VIII, D). A letter stating the nonprofit status should be included as an attachment to Field 12, Other Attachments (RFA Part IV.B.). Only the applicant must meet the eligibility requirement. Project partners and collaborators need not meet the eligibility requirement. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the successful completion of the project, with the exception of individuals and non-domestic entities. Current Cooperators under Section 1006 of the Act are not eligible to apply as a lead applicant to this funding opportunity, but may serve as cooperators, collaborators and sub-contractors to lead applicants, provided their activities are new, non-duplicative activities. Individuals, non-domestic entities and private, for profit organizations are not eligible to apply to this funding opportunity. Applicants for the American Rescue Plan Technical Assistance Investment Program must meet all the requirements outlined in this RFA. Failure to meet an eligibility criterion by the application deadline will result in the application being excluded from consideration or, even though an application may be reviewed, will preclude NIFA from making an award. For those new to Federal financial assistance, NIFA's Grants Overview provides highly recommended information about grants and other resources to help understand the Federal awards process.
- Uses of assistance
Projects must provide a range of technical assistance services to underserved agricultural producers or other members of socially disadvantaged groups in agriculture. The term "agricultural producer" is used to refer to agricultural farmers, ranchers, and private forest landowners and operators. Technical assistance partnerships focused on historically underserved agriculture producers. USDA is creating opportunities to ensure that historically underserved communities of farmers, ranchers, forest landowners, and operators have the tools, programs, and support they need to succeed in agriculture. Approximately $75 million in American Rescue Plan funding will support technical assistance to connect underserved producers with USDA programs and services. Cooperative Agreements will support organizations with proven track records working with underserved producer communities such as economically distressed/historically underserved communities, including socially disadvantaged producers, limited resource farmers and ranchers, veterans, and other key targeted communities. These organizations will work with underserved producer communities to provide an array of technical assistance specialized services that could include outreach, technical assistance, cooperative development training and support, financial training, mediation access, capacity building training, technical assistance concerning agriculture production, agriculture credit, and rural development to underserved farmers, ranchers, or forest landowners.
- Use restrictions
"The Cooperator may use a Federally Negotiated Indirect Cost Rate if one has been established for their organization, may negotiate one, or elect to use the 15% de minimis rate outlined in 2 CFR 200.414."
- Length and time phasing of assistance
In accordance with statutory time limits, project periods, including no-cost extensions of time, are not to exceed five (5) years.
