Small Business Innovation Research and Small Business Technology Transfer Programs Phase II
The Small Business Administration (SBA), through the SBIR/STTR Policy Directive, provides policy guidance for these programs. A main purpose of the legislation is to stimulate technological innovation and increase private sector commercialization among small business concerns and enable them to undertake and to obtain the benefits of research and development in order to maintain and strengthen the competitive free enterprise system and the national economy. The USDA SBIR/STTR programs Assistance Listing 10.212, is therefore in a unique position to meet both the goals of USDA and the purpose of the SBIR/STTR legislation by transforming scientific discovery and innovation both social and economic benefit, and by emphasizing private sector commercialization.

Small Business Innovation Research Program Phase II
All Phase II projects must have previously completed a successful USDA Phase I project before applying for a Phase II grant. Success rates for applicants have been 50-60% for Phase II. Projects dealing with agriculturally-related manufacturing and alternative and renewable energy technologies are encouraged across all 2018 SBIR topic areas. USDA SBIR's flexible research areas ensure innovative projects consistent with USDA's vision of a healthy and productive nation in harmony with the land, air, and water. USDA SBIR has awarded over 2000 research and development projects since 1983, allowing hundreds of small businesses to explore their technological potential and providing an incentive to profit from the commercialization of innovative ideas.

Small Business Innovation Research and Small Business Technology Transfer Programs Phase II
The National Institute of Food and Agriculture within the United States Department of Agriculture is soliciting Phase II Small Business Innovation Research and Small Business Technology Transfer proposals across ten topic areas through March 2024 and March 2025. Eligible applicants are previous Phase I awardees proposing continued research and commercialization in the same topic area. Applications will be reviewed competitively based on criteria including responsiveness to program priorities, technical and commercial merits, qualifications, and resources. The deadline for applications is March 26, 2024 for Fiscal Year 2024 funding and March 25, 2025 for Fiscal Year 2025 funding. Total anticipated Phase II SBIR funding is $19.5 million for Fiscal Year 2024 and $19.5 million for Fiscal Year 2025, while anticipated STTR funding is $2.6 million and $3.25 million respectively. The average individual Phase II award is $600,000-$650,000 for periods up to 24 months or extendable to 36 months. Funded projects must be conducted in the United States with up to 50% of work permitted to be conducted by partners or contractors.
