About this program

The Department of Agriculture National Institute of Food and Agriculture (NIFA) funds research increasing animal health and disease research activities at accredited veterinary schools, colleges, and state agricultural experiment stations through the Animal Health and Disease Research program, CFDA 10.207, with the most recent grant awards disbursed on October 1, 2025.

The program supports concrete research activities addressing livestock, poultry, and aquatic animal health: vaccine development for emerging pathogens such as avian influenza H9N2 and porcine epidemic diarrhea virus; disease surveillance and diagnostics for mastitis, brucellosis, and antibiotic-resistant bacteria in aquaculture; reproductive health and feed efficiency optimization in cattle and swine; management of vector-borne and parasitic diseases; and biosecurity and husbandry improvements across production species. Recent awards fund projects ranging from basic immunology studies examining bovine viral responses to applied field research on dairy forage-pathogen transmission and equine stress biomarkers.

The portfolio is predominantly Formula Grants—95 percent of 2,875 awards—with Project Grants constituting the remaining 5 percent of 138 awards. NIFA accounts for all 3,013 grants totaling $100.3 million in federal dollars obligated over the award history since 2000. Recent-year award volume runs at approximately 67–70 grants per year. Combined federal and non-federal dollars obligated totaled $116 million, indicating a modest cost-share contribution of approximately $15.7 million from recipients.

Representative recent awards include Mississippi Agricultural and Forestry Experiment Station receiving $66,484 for research addressing animal health initiatives in catfish, poultry, and livestock production; University of Illinois receiving $36,056 for reverse genetics systems for porcine reproductive and respiratory syndrome virus and novel Marek's disease vaccine development; and University of Pennsylvania receiving $68,398 for dairy cattle infrastructure and antibiotic-resistant bacteria surveillance in veterinary hospital environments. Individual awards cluster in the $5,000 to $100,000 range, with larger recipients such as Colorado State University and Texas A&M receiving $162,364 and $243,194 respectively in FY26.

No open solicitations are currently posted in the source material. The program distributes funds by statutory formula to eligible state institutions, and recipients typically receive Notice of Award via email. Funds released quarterly; up to 100 percent may carry over for one year without prior approval. Eligible applicants are restricted to accredited schools and colleges of veterinary medicine and state agricultural experiment stations; subcontracting to ineligible organizations is permitted when necessary to conduct project work.

Objective and description

Objective

The purpose of this funding is to increase animal health and disease research activities at accredited public or private veterinary schools or colleges, or state agricultural experiment stations conducting animal health and disease research.

Description

The purpose of this funding is to increase animal health and disease research activities at accredited public or private veterinary schools or colleges, or state agricultural experiment stations conducting animal health and disease research activities designed to do the following: 1. Meet expenses of conducting animal health and disease research, publishing, and disseminating the results of such research and contributing to the retirement of employees, subject to the provisions of the Act of March 4, 1940 (54 Stat. 39-40, as amended; 7 U.S.C. 331); 2. For administrative planning and direction; and 3. Purchase of equipment and supplies necessary for conducting such research.

Eligibility

Applicant eligibility

This program is open to eligible accredited school, college of veterinary medicine, or State agricultural experiment station that conducts animal health and disease research in accordance with NARETPA section 1433(c) (7 U.S.C. 3195). The annual NOFO includes a list of eligible institutions. Award recipients may subcontract to organizations not eligible to apply provided the subcontracts are necessary for the conduct of the project. Failure to meet an eligibility criterion by the time of application deadline may result in the application being excluded from consideration or, even though an application may have been reviewed, will preclude NIFA from making an award.

Beneficiary eligibility

Eligibility is restricted to the following public nonprofit institutions having demonstrable capacity in animal disease research: (1) Schools and Colleges of Veterinary Medicine; and (2) State Agricultural Experiment Stations. Funds are appropriated by Congress for distribution to States and eligible State institutions according to the statutory formula stated in the Act.

Uses of assistance

Funds for the Capacity and Infrastructure Program Part (a) of the Continuing Animal Health and Disease, Food Security, and Stewardship Research, Education and Extension Program (aka Animal Health and Disease Research or AHDR) may be used to assist all states in carrying out program of research activities designed to do the following: 1.) Meet expenses of conducting animal health and disease research, publishing, and disseminating the results of such research and contributing to the retirement of employees, subject to the provisions of the Act of March 4, 1940 (54 Stat. 39-40, as amended; 7 U.S.C. 331); 2.) For administrative planning and direction; and 3.) To purchase of equipment and supplies necessary for conducting such research.

Length and time phasing of assistance

AHDR funds are expected to be fully expended in the fiscal year of appropriation; however, up to 100 percent of funds may be carried over for up to one year after the end of the year for which they were appropriated. No prior approval is required.

How to apply

Preapplication coordination

All Notice of Funding Opportunities (NOFOs) are published on Grants.gov. Applicants must complete the Grants.gov registration process. Application packages complement, rather than duplicate, the information collected via the Plan of Work (POW) system and the Research, Extension, and Education Project Online Reporting Tool (REEport), and together satisfy all legislative and regulatory pre-award requirements.

Criteria for selecting proposals

NIFA will review submitted documents to determine if all program, financial, and administrative requirements are met and are current. Missing or incomplete information within an application may require additional submittals and deletion of application(s) already submitted.

Award procedure

Within the limit of funds available for such purpose, the NIFA awarding official shall make grants to those responsible, eligible applicants After the award is finalized, a formal notification in the form of a Notice of Award (NoA), signed by the Authorized Departmental Officer, will be provided to the applicant organization for successful applications. The NoA is the authorizing document and will be sent via email to the recipient's Authorized Representative. The NoA will provide pertinent instructions and information including, at a minimum, the information described in 2 CFR 200.211 (see NIFA's Terms and Conditions). Funds will be released on a quarterly basis to the institutions.

Renewals

AHDR funds are expected to be fully expended in the fiscal year of appropriation; however, up to 100 percent of funds may be carried over for up to one year after the end of the year for which they were appropriated. No prior approval is required.
