About this program

The Department of Agriculture Agricultural Marketing Service (AMS) operates the Local Meat Capacity Grants program (CFDA 10.189), which no longer accepts applications as of the most recent portfolio update.

The program funds equipment purchases, installation, facility upgrades, and related eligible activities that increase and diversify meat and poultry processing capacity at independently-owned processing businesses. Awards target small and midsized meat and poultry processors nationwide, with AMS encouraging proposals addressing the needs of small, underserved, and local or regional livestock producers. Eligible recipients include state and local governments, nonprofits, for-profit organizations, tribal organizations, and small businesses.

Program activity has been minimal in recent years. The portfolio reflects a single Cooperative Agreement awarded on May 26, 2023, representing the program's most recent grant activity (over three years ago). The 2023 award obligated $71.2 million in federal funding and ran through May 25, 2027. No grant opportunities have been posted since the July 19, 2023 deadline for solicitation USDA-AMS-TM-LMCG-G-23-0017.

The 2023 cooperative agreement served as the distribution mechanism for AMS's portion of the Biden-Harris Administration's $1 billion investment to expand processing capacity. The agreement specified that actual subrecipients—the small and midsized meat processors receiving grant funds—would be selected by the cooperative agreement holder for final approval by AMS. Recipients were required to complete equipment purchases and facility improvements within three calendar years of award, with records retained for three years after final Federal Financial Report submission.

Because the program statement indicates it is no longer accepting applications and no recent opportunities have been posted, active pursuit is not currently viable. Organizations interested in future funding under this program should monitor AMS's grants website (ams.usda.gov/grants) for potential reopening or successor solicitations targeting meat and poultry processing capacity expansion.
