About this program
The Department of Agriculture Agricultural Marketing Service distributed $61.8 million through 163 Formula Grants under CFDA 10.187 as of October 1, 2022, but the program is not currently accepting applications. This was a one-time emergency allocation under Commodity Credit Corporation authority to support operational costs for The Emergency Food Assistance Program (TEFAP).
The program funded receipt, storage, and distribution costs for Commodity Credit Corporation emergency foods delivered to low-income persons. State agencies designated as distributing authorities received funds and were required to pass 100 percent of allocations to eligible local recipient agencies—public or private nonprofits such as food banks, food pantries, and soup kitchens. All funds were required to be obligated before December 31, 2024. Representative awards included $2.67 million to one recipient, $1.97 million to another, and $1.55 million to a third; most other awards ranged from approximately $35,000 to $852,000.
All 163 awards were Formula Grants allocated among states using a formula based on Commodity Credit Corporation food orders. The Department of Agriculture Agricultural Marketing Service issued 160 awards totaling $60.7 million; the Department of Agriculture Food and Nutrition Service issued 3 awards totaling $1.1 million. This represented emergency supplemental appropriation authority under the Commodity Credit Corporation to address supply chain challenges and elevated food costs; $943 million of a broader $1.5 billion USDA emergency food initiative flowed through TEFAP in this form.
No grant opportunities are currently open under this program. The last awards were issued October 1, 2022, with final liquidation required by December 31, 2024. The program structure was designed as a pass-through mechanism with state administrative oversight and no discretionary application review; it is unlikely to reopen absent new emergency appropriation authority.

Of this total, $943 million was distributed through The Emergency Food Assistance Program (TEFAP) in the form of additional food and administrative resources. These resources were provided to State agencies in addition to TEFAP entitlement foods, bonus foods, and TEFAP administrative funds. To assist with the operational costs of the receipt, storage, and distribution of these foods, USDA provided CCC ERA Operational Funds to local agencies that distribute these foods to needy persons.
