About this program

The Department of Agriculture Agricultural Marketing Service (AMS) funds research and technical assistance supporting efficient agricultural transportation systems through Cooperative Agreements under CFDA 10.167, with the most recent grant award dated September 25, 2025.

The program supports applied research and data dissemination focused on grain and containerized commodity supply chains, port infrastructure, rail and truck rate methodologies, inland waterway resilience, and agricultural shipper outreach. Recent awards fund activities including real-time grain movement tracking via rail sensors, Surface Transportation Board rate methodology review for small-case shippers, agricultural shipper workshops on federal ocean-transportation initiatives, produce market infrastructure modernization, and ongoing grain transportation reporting and market advisory services. A smaller portfolio segment examines impacts of weather disruption, fuel costs, equipment shortages, and regulatory changes such as California zero-emission vehicle requirements on agricultural distribution networks.

All 54 awards in the program portfolio are Cooperative Agreements; AMS is the sole funding source. Combined federal dollars obligated total $6.3 million with no matching or cost-share requirement. Award activity has been consistent, with nine to ten awards per year in 2021–2022, declining to three awards in 2024 but returning to five in 2025 year-to-date. The program reaches back to 2001.

Individual award magnitudes typically range from $30,000 to $280,000, with a notable outlier of $1.565 million awarded in November 2022 for equipment access and containerized export improvement at an agricultural port. Recent representative awards include $275,000 for grain rail-movement sensor deployment and supply-chain resilience mapping (September 2025), $220,999 for Surface Transportation Board rate methodology improvement (September 2025), and $101,062.50 for agricultural shipper workshops on ocean-transportation regulation (September 2025).

Eligible applicants include states, public nonprofit institutions of higher education and hospitals, private nonprofit institutions of higher education and hospitals, and the general public. No recent grant opportunity solicitation is present in the source; program funding currently operates through direct AMS outreach to specific recipients.
