About this program
The Department of Agriculture Agricultural Marketing Service (USDA AMS) funds market protection and promotion activities, including the Pesticide Data Program and the Federal Seed Program, through Assistance Listing 10.163, with the most recent grant award issued June 1, 2026.
The program is predominantly active. Award volume has declined sharply over the past five years—from 68 awards in 2022 to 11 in 2026—but the portfolio remains substantive. The program has distributed $375.6 million in federal dollars across 876 awards since its inception in 2000. The Pesticide Data Program represents the bulk of recent activity: states collect food samples focusing on foods frequently consumed by infants and children, conduct chemical analyses for pesticide residues, and submit datasets to support EPA dietary risk assessments, FDA regulatory enforcement, and USDA trade negotiations. Parallel initiatives fund National Organic Program projects including technical substance reviews, accreditation peer reviews, certifier training and education, and support for the Transition to Organic Partnership Program (TOPP). The program also supports agricultural labor market research, food law workforce recruitment, and enforcement analysis in support of fair competition and packers-and-stockyards compliance.
Funding is almost entirely controlled by USDA AMS, which issued 873 of 876 awards totaling $369.2 million federal dollars. The Department of Agriculture Foreign Agricultural Service contributed 3 awards worth $6.4 million. The assistance-type mix is overwhelmingly Cooperative Agreements (98% of awards), with minimal Project Grants (1%) and Block Grants (0%).
Recent awards range from $35,779 to $4.1 million, with most Pesticide Data Program state cooperative agreements falling in the $500 thousand to $2.6 million range. Organic Materials Review Institute received $425 thousand (June 2026) for technical reports supporting National List substance reviews. Organic Farmers Association received a large multi-year award of $15 million (April 2023) for mentoring and technical assistance to transitioning and organic producers. The Organic Trade Association received $13.6 million (May 2023) for market development and transition support.
