About this opportunity
The City of College Park, Georgia is requesting proposals for playground area improvements at Zupp Park, 1622 Hawthorne Avenue, with proposals due June 5, 2026 at 3:00 p.m. EST through BidNet Direct. A local preference of up to 3% applies to vendors within Fulton County or College Park city limits holding a valid business license for at least one year, provided their bid does not exceed the lowest non-local bid by more than 3%.
The scope encompasses site demolition, grading, equipment installation, concrete header curbs, playground surfacing (7,644 square feet across three designated areas), concrete walkways (75 square feet), signage, and French drain installation (115 linear feet). All work must comply with IPEMA industry standards, ASTM F1951 surface accessibility standards, and the U.S. Consumer Product Safety Commission Handbook for Public Playground Safety. The contractor must provide equipment specifications and layout within the designated areas. Pricing is submitted as a detailed lump sum with unit prices for specified line items, plus a 10% contingency.
The contract award term is one year with four optional one-year renewal periods. Awards are made to the most responsive and responsible bidder rather than lowest cost. Successful bidders must provide performance and payment bonds equal to 100% of contract amount within 10 days of award, along with workers' compensation insurance; commercial general liability ($2,000,000 per occurrence); business auto ($1,000,000 minimum); and professional liability ($1,000,000 per occurrence).
A non-mandatory pre-bid conference is scheduled May 20, 2026 at 10:00 a.m. EST, available virtually via MS Teams (Meeting ID: 273 226 712 256 660, Passcode: NX2u4Gi7) and in person at Zupp Park. Questions are due May 22, 2026 at 3:00 p.m. EST via BidNet Platform. Addendum 1 modifies the original solicitation; prospective bidders must return the completed addendum and revised bid pricing sheets with their submission. The City will accept or reject all bids within 90 days of opening.
