About this opportunity
Milwaukee County is conducting a Request for Information (RFI) for a Parking Access and Revenue Control System (PARCS) for the Milwaukee County Zoo, seeking input from suppliers with experience in parking management technologies. The RFI aims to procure a comprehensive parking system that can integrate with the recently selected Zoo Management System from Gateway Ticketing Systems and the Zoological Society's Tessitura membership platform. Key objectives include improving front entrance configuration, optimizing traffic flow, enhancing safety, and creating a seamless visitor entry and exit process. The procurement will focus on parking management software, parking stations, hardware, licenses, modules, and support and maintenance services. Virtual discussions will be conducted via Microsoft Teams between September 17-26, 2025, with the first five suppliers who submit a request. Each supplier will have a one-hour discussion, and the RFI closing date is September 26, 2025, at 4:00 PM CST. No formal written responses are required, and suppliers are encouraged to provide estimated, non-binding cost ranges and discuss their product capabilities.
The RFI is a non-binding, informational procurement that does not guarantee a future contract or provide any competitive advantage to participants. There are no specific set-aside designations or restrictions on responding organizations mentioned in the documents. The existing infrastructure includes the Zoo Management System from Gateway Ticketing Systems and the Tessitura membership platform, which the new PARCS system must integrate with seamlessly. While no specific budget range is explicitly stated, the County is seeking comprehensive solutions that can prevent traffic congestion on Bluemound Road and support simultaneous parking and admission ticket issuance. The project aligns with Milwaukee County's commitment to racial equity, and the County is seeking vendor partners who can contribute to this vision. Importantly, the RFI emphasizes that there will be no compensation for submitted information, and participation is entirely voluntary. The ultimate goal is to gather market insights and potential solution approaches to inform a future formal solicitation for the PARCS system.
Opportunity text
The County wants to hear from suppliers who have experience providing parking access and revenue control systems ("PARCS"). The County plans to schedule virtual strategy discussions with interested Suppliers with experience providing PARCS solutions that can be integrated into an established point-of-sale system/software. We're looking for ideas and information that can help us understand costs and requirements to purchase and install a PARCS system. The County is NOT requesting a formal written response to these questions or topics (as is common in most traditional RFIs). All information will be collected via the informal discussion held virtually by Microsoft Teams. Discussions which will be performed on a 1-on-1 basis between each Supplier and the County (not as a group meeting). The County anticipates spending about 1-hour on each call. An RFI is not a competitive bidding process, and it won't result in a contract. Participating won't give you an advantage in future contracts, and there's no penalty if you decide not to respond. The County won't score or critique any responses, and we won't pay for any information submitted. Participation in this process is completely optional.
