About this opportunity

The Maryland Department of Information Technology is requesting quotations for a Zero Trust and Artificial Intelligence Training program under RFQ BPM057689, with quotations due June 26, 2026 at 4:00 p.m. — an expedited two-business-day cycle. The scope requires a vendor-neutral training solution aligned with NIST SP 800-207 and CISA Zero Trust Maturity Model Version 2.0, covering five Zero Trust pillars: Identity, Device, Network/Environment, Applications & Workloads, and Data.

Deliverables include two virtual instructor-led training classes (up to 25 students per class, 50 total seats), twenty self-paced Zero Trust training licenses, ten Trusted Artificial Intelligence Specialist training licenses, digital course materials, professional certification examination vouchers, and monthly enrollment and completion reports. Training must be delivered through an online Learning Management System with administrative reporting and student progress tracking.

Vendors must be recognized as independent or industry-recognized cybersecurity training organizations with demonstrated experience delivering Zero Trust training programs and global recognition of offered credentials. The ability to provide administrative dashboards and reporting is required.

Award will be made to the responsible offeror whose quotation is determined most advantageous to the State, evaluated on compliance with requirements, vendor qualifications and experience, and price. Vendors must submit fixed-price quotations including total proposed price, detailed pricing by deliverable, program description, compliance confirmation, and vendor point of contact information. Quotations must remain valid for a minimum of sixty days.

Invoices shall be submitted electronically to doitfiscal.invoiceservice@maryland.gov only after completion and acceptance of deliverables, with payment made within thirty days of invoice receipt. Contact Procurement Officer Merchelle Halsey at merchelle.halsey@maryland.gov or 410-697-9694 for questions.
