About this opportunity
The City of Bridgeport, Connecticut is issuing Request for Proposal PEX039265 to procure youth violence prevention services from multiple independent contractors under the Youth Violence Prevention Initiative, which is funded by the Connecticut Judicial Branch. The City seeks qualified organizations—including youth-serving agencies, schools, grassroots groups, faith-based organizations, and juvenile or criminal justice organizations—to deliver evidence-based programming in four categories: primary prevention, secondary prevention, intervention with high-risk or gang-involved youth, and targeted gang enforcement. Key deliverables and objectives include demonstrating expertise in positive youth development, data collection, outcomes measurement, and implementing city-wide strategies that combine prevention, intervention, treatment, and reentry approaches. Qualified respondents must submit evidence of nonprofit or for-profit status, resumes of key personnel, examples of evidence-based program outcomes, and a completed Conflicts of Interest form. Proposals will be evaluated on a 100-point weighted scale comprising program design and performance measures (25 points), familiarity with grant-driven requirements and reporting (15 points), financial capacity (25 points), staffing capabilities (20 points), and past experience and qualifications (15 points). The RFP timeline includes questions due by April 22, 2026 at 5:00 pm EST, question responses provided by April 29, 2026 at 5:00 pm EST, and proposal submissions due by May 6, 2026 at 2:00 pm EST. Electronic submissions through the OpenGov procurement portal at https://procurement.opencov.com/portal/bridgeportct are preferred, though paper submissions are accepted at the Department of Public Purchases, 999 Broad Street, Bridgeport, CT 06604.
The RFP does not specify set-aside designations or restrictions limiting response to particular organization types, though the solicitation emphasizes partnerships with community-based entities. No incumbent vendors or current contractors are identified in the available documentation. Selected contractors will enter into subgrantee services agreements funded by Connecticut Judicial Branch grant funding, with contract terms and performance schedules to be mutually agreed upon between the City and selected contractors. Compensation will be provided on a not-to-exceed basis with monthly payments subject to fund availability, and contractors must submit itemized invoices for payment due within 45 days of receipt. Selected contractors must maintain professional liability insurance ($1,000,000 minimum), commercial general liability ($1,000,000 per person/$2,000,000 per occurrence), cyber risk insurance ($2,000,000 per claim), and workers' compensation insurance with minimum $500,000 per claim liability. The City reserves the right to cancel the RFP or reject any or all proposals and assumes no responsibility for costs incurred in proposal preparation. Specific budget ranges or award values are not disclosed in the available documents.
