About this opportunity
The Los Angeles County Department of Youth Development is soliciting proposals for continued implementation of Youth Diversion and Development Services (YDS-D) programming through a Work Order Solicitation, with proposals due September 11, 2026. The scope covers community-based care coordination and diversion services for youth under 18 in Los Angeles County who would otherwise face justice system involvement for alleged felony offenses.
Service providers must deliver comprehensive diversion and development programming including care coordination, case management, and supportive services designed to redirect youth from the justice system while promoting positive youth development. Providers are required to administer the Justice System Stakeholder Management Assessment (JSSMA) tool with fidelity as a mandatory intake and evaluation component for all referred youth, maintain cultural competency and trauma-informed practices, establish partnerships with schools and community organizations to facilitate wraparound support, and meet performance metrics tied to youth engagement, program completion, and recidivism reduction.
Providers must maintain strict confidentiality regarding youth participant information and program-related sensitive data in compliance with state and federal laws governing juvenile justice and social services records; execution of a Proposer Confidentiality Attestation is a prerequisite for proposal consideration. Staffing must meet County-defined qualifications, and all providers must comply with DYD policies, data collection protocols, and standardized service delivery documentation requirements.
The solicitation package includes a Statement of Work (Exhibit A), proposal framework (Exhibit B), pending litigation disclosure (Exhibit C), sample work order template (Exhibit D), JSSMA administration instructions (Exhibit E), Service Report Request guidance (Exhibit F), and Proposer Confidentiality Attestation (Exhibit G). Specific contract values, contract term length, service delivery sites, and enrollment targets are contingent upon individual proposals and are detailed in accompanying budget schedules and solicitation documents.
