About this opportunity

The Town of Manchester in Hartford County, Connecticut, is seeking contractors for Yard Waste and Wood Grinding Services at its landfill/transfer station located at 311 Olcott Street. The procurement involves grinding approximately 6,000 cubic yards of mixed yard wastes, along with additional categories including 1,400 cubic yards of land-clearing wood, 100 cubic yards of stumps and large logs, and 600 cubic yards of clean wood from both residential and commercial sources. Contractors must provide all labor, materials, equipment, and supplies necessary to grind these organic materials, with an emphasis on cost-effective and environmentally responsible management, such as producing clean wood mulch or renewable energy fuel. The town may hire multiple contractors to handle different material types and is open to alternate proposals that could provide additional benefits or revenues. The bid (ITB #24/25-51) was released on January 27, 2025, with mandatory pre-bid meetings scheduled for February 7 and 10, 2025, and bid responses due by 11:00 am on February 13, 2025, via a virtual Zoom bid opening. Bidders are required to submit three references for similar work, estimated project start dates, duration, and preferred operational hours, which are limited to weekdays from 7:00 AM to 5:00 PM and Saturdays from 7:00 AM to 3:00 PM.

The procurement includes several important compliance requirements that may restrict or shape potential bidder participation. The contract is subject to the Town of Manchester's Living Wage Ordinance, which mandates that covered employers with contracts exceeding $25,000 pay eligible employees a living wage of $17.25 per hour with comprehensive health care benefits or $25.46 per hour without such benefits. Contractors must complete a Living Wage Certification Form, indicating either compliance or qualifying for an exemption based on criteria such as being a nonprofit, employing fewer than 25 eligible employees, or having a contract value under $25,000. Extensive insurance requirements are specified, including workers' compensation, commercial general liability, automobile liability, and umbrella/excess coverage with minimum limits ranging from $500,000 to $1,000,000. Additionally, contractors must comply with prevailing wage regulations and ensure employees complete the mandatory 10-hour OSHA Construction Safety and Health Course for projects valued at $100,000 or more. While no specific budget range is explicitly stated, the scope of work involves grinding approximately 7,100 cubic yards of various wood and yard waste materials, suggesting a potentially significant contract value for the selected contractor(s).
