About this opportunity
The City of Charlottesville Public Works Department is soliciting sealed bids to establish a term contract for a leaf, brush, and yard waste composting program under IFB 27-19, with bids due electronically by September 8, 2026 at 2:00 PM. No pre-bid conference is scheduled.
The contractor must accept loose leaves (vacuumed and shredded by leaf collector), co-mingled brush, limbs, and yard waste up to 6 inches in diameter and 10 feet in length, and storm debris. The City collects and hauls materials to the contractor's approved composting or recycling site and assists with offloading; the contractor assumes all responsibility upon delivery and retains ownership of the composted end product. Estimated annual volumes are approximately 118 tons of loose leaves (127 loads), 1,169 tons of brush and yard waste (167 loads), and 133 tons of storm debris (19 loads).
The contract term is one year from the ratified contract date with options to renew for up to four additional one-year terms if both parties agree in writing. Price adjustments at renewal are limited to the percentage increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for the most recently published 12 months.
Award will be made to the lowest responsive and responsible bidder based on total pricing that includes unit costs for loose leaf drops, brush and yard waste drops, and storm debris drops, plus two annual transportation evaluation factors based on mileage from the drop-off location to 305 Fourth Street NW, Charlottesville, Virginia 22903. Required insurance includes Workers' Compensation, Commercial General Liability at $1,000,000 per occurrence, and Automobile Liability at $1,000,000 combined single limit. All bids must remain valid for at least 90 days from opening. The City encourages participation of small, women-owned, minority-owned, and veteran-owned businesses through subcontracting.
