About this opportunity

The Maryland Department of Housing & Community Development is requesting proposals for renewal of Xerox DocuShare software licenses and manufacturer support under a Purchase Order Request for Proposals (PORFP), with proposals due October 15, 2026 at 12:00 PM ET and questions due October 8, 2026 at 12:00 PM ET. This procurement is a Small Business Reserve (SBR) set-aside restricting eligibility to certified small business vendors meeting Maryland statutory requirements. Only Master Contractors holding active contracts under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract are eligible to submit proposals.

The scope covers renewal of existing DocuShare licenses only, explicitly excluding migration, implementation, training, or professional services. The requested quantities are 150 DocuShare Client Access Licenses (DS CAL Core), 50 Read-Only Client Access Licenses (RO 1 CAL), and 6 Advanced Client Access License Packs (CPX CAL 10-Pack). All licenses must be newly issued and unused, provided through authorized resellers with manufacturer authorization. Manufacturer maintenance and support runs from October 30, 2026 through October 30, 2027, with all licenses due by October 30, 2026. Place of performance is the Maryland Department of Housing & Community Development, 7800 Harkins Road, Lanham, Maryland.

Evaluation criteria include compliance with Xerox DocuShare licensing requirements, vendor authorization to resell, service responsiveness and support continuity, and price. Award will go to the responsible offeror whose proposal is most advantageous to the State considering technical merit and pricing. Proposers must include manufacturer's suggested retail price (MSRP) documentation and ensure pricing remains valid for at least 90 days after the proposal due date. The State reserves the right to purchase more or less than specified quantities subject to funding availability. Invoices must be submitted to termia.jones@maryland.gov and must include all required elements of a proper invoice as defined by COMAR regulations.
