About this opportunity

The City of Scranton is seeking sealed bids for the Wyoming Avenue Streetscape Project, a comprehensive urban infrastructure improvement initiative spanning Wyoming Avenue from Biden Street to Linden Street in Lackawanna County, Pennsylvania. The project encompasses extensive streetscape improvements, including construction of curbs, sidewalks, handicapped ramps, period lighting, sidewalk vault improvements, signing, pavement marking, and landscape enhancements. Bidders must be prequalified by the Pennsylvania Department of Transportation as a prime contractor and are required to register on the City's e-Procurement Portal to participate. Bid submissions are due electronically by 10:00 am on Monday, November 17, 2025, with a bid opening to be conducted in City Council Chambers and livestreamed on YouTube. The contract duration is specified as 225 calendar days, with potential liquidated damages of $1,000 per day for project delays. Bidders must comply with Davis-Bacon wage rates, prevailing wage determinations, and submit comprehensive documentation including performance and payment bonds equal to the contract price.

The procurement opportunity appears to have no specific set-aside designations for disadvantaged enterprises, though bidders must comply with Pennsylvania Human Relations Act and federal equal opportunity regulations. The project is funded through municipal sources, specifically including American Rescue Plan Act (ARPA) funds from the US Department of Treasury, which may impact procurement requirements. Contractors must maintain comprehensive insurance coverage, including general liability, automobile liability, and workers' compensation insurance. While a specific contract value is not explicitly stated, the detailed bid schedule suggests a substantial infrastructure investment, with multiple line items for asphalt installation, storm water infrastructure, and related construction elements. Prospective bidders are required to have a minimum of 5 years of experience and must submit various certifications, including non-collusion affidavits and federal lobbying certifications. Technical questions and clarification requests must be submitted via the e-Procurement Portal's Q&A feature by 11:59 pm on Thursday, November 13, 2025.
