About this opportunity

The City of Dawson in Douglas County, Georgia is seeking sealed bids for a comprehensive Wastewater Treatment Plant (WWTP) Modifications & Improvements project. The procurement involves a complex construction initiative requiring full replacement and upgrade of multiple plant systems, including the raw sewage influent pumping station, emergency pumping station, power generation infrastructure, headworks unit, clarifiers, and aerobic sludge digester. Bidders must possess a valid Georgia Utility Contractor license and provide a bid bond or certified cashier's check for at least 10% of the base bid amount. The project requires furnishing all necessary equipment, materials, and labor to complete extensive modifications, with specific work elements involving earthwork, yard piping, valve installations, mechanical and electrical systems, process instrumentation, painting/coatings, and environmental compliance measures. Sealed bids will be received until December 13, 2024, at 2:00 PM local time at 101 South Main Street in Dawson, with a total project completion timeline of 420 calendar days. Contract documents are available digitally for a $250 fee, and bidders can review specifications without a mandatory pre-bid meeting.

The contract opportunity has specific requirements for disadvantaged business enterprises (DBEs) and will be subject to Davis-Bacon Labor Standards and the American Iron and Steel Act. Funding for the project will be provided through the Clean Water State Revolving Fund, administered by the Georgia Environmental Finance Authority (GEFA), which may introduce additional compliance requirements. The procurement appears open to qualified utility and infrastructure construction firms with demonstrated capabilities in municipal wastewater treatment plant modifications. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant capital investment. The City of Dawson reserves the right to reject any or all bids, indicating a competitive selection process. Potential respondents should carefully review the contract documents and understand the technical complexities of modernizing and improving municipal wastewater infrastructure, including meeting environmental regulations and engineering specifications for pumping, screening, and treatment systems.
