The project involves installing a 550 kW diesel generator and 800-amp automatic transfer switch at the WWTF, and replacing an emergency generator, service entrance, and main control centers at the WTP. Key deliverables include concrete pad construction, electrical conduit trenching, masonry repairs, painting, and associated electrical work. Bidders must submit a Contractor Qualification Statement demonstrating experience in similar construction projects. The procurement is a competitive sealed bid process with electronic and physical submission options, with bids due on July 1, 2025, at 10:00 am at the City Clerk's office located at 300 West 4th Street, Craig, Colorado 81625. Contractors must provide a 5% Bid Bond and will be required to submit Performance and Payment Bonds upon contract award.

The project is funded through EPA Community Project Funding and is subject to several federal requirements, including the Davis-Bacon Act, Disadvantaged Business Enterprise (DBE) provisions, Build America, Buy America (BABA), and American Iron and Steel (AIS) requirements. Contractors must demonstrate six good faith efforts for subcontractor procurement, with a focus on including disadvantaged businesses. Prevailing wages will be based on Heavy Construction rates in Moffat County. The city has pre-purchased major equipment components, including generators and motor control centers, to mitigate lead times. While no specific budget range is explicitly stated, the project involves significant electrical infrastructure upgrades with total service loads estimated at 920 KVA for the WTP and 765 amps at 480V for the WWTF. The project timeline indicates substantial completion by January 1, 2026, with final completion by January 15, 2026. Electronic bid documents can be obtained at no cost by contacting the project engineer, SGM, or accessed through the City's website.
