About this opportunity
The City of Sumner is seeking a contractor to execute the Wastewater Treatment Plant (WWTP) Biosolids Modernization Project (CIP 21-17), located in Pierce County, Washington. The procurement involves comprehensive upgrades to the solids handling and treatment processes, with a primary focus on installing a new indirect biosolids dryer system capable of processing 2,050 wet pounds of anaerobically digested sludge per hour. Key deliverables include expanding the Solids Handling Building, installing thermal fluid heaters, constructing a temporary haul truck loading bay, and making extensive modifications to existing treatment systems. The project requires a contractor to provide equipment supply, construction services, and post-construction services, with specific requirements including producing a final biosolids product with 92% total solids and meeting specific performance guarantees. Bid proposals are due on November 14, 2025, with an anticipated substantial completion timeline of 390 working days and physical completion within 430 working days. Bidders must submit a bid proposal deposit of at least 5% of the total bid amount and demonstrate prequalification and experience with similar municipal infrastructure projects.
The contract appears to be open to all qualified bidders without specific set-aside designations for disadvantaged enterprises. The estimated project cost ranges between $19,000,000 and $20,500,000, with a specific allocation of $4,903,000 for the Biosolids Drying System Equipment Supply, Construction Services, and Post Construction Services. The project will integrate with existing wastewater treatment infrastructure, requiring careful modifications to current systems including replacement of thickened primary sludge pumps, demolition of the dissolved air floatation thickener, installation of a new rotary drum thickener, and replacement of existing digested sludge pumps and polymer systems. The new system will be designed to operate with both natural gas and digester gas, with an expected design evaporation rate of 1,640 pounds per hour. The City of Sumner will evaluate bids based on the lowest responsive and responsible bidder, reserving the right to reject any or all proposals. The project is expected to achieve final acceptance by September 30, 2026, with the successful bidder responsible for installation supervision, commissioning, and providing warranties.
