About this opportunity

The City of Tampa Wastewater Collection is requesting quotes for one PinPointR GPR Cart with accessories under RFQ 26-P-00460, with quotes due July 27, 2026. This is a single-unit, equipment-specific procurement with no substitutions permitted.

The scope is a dual-frequency ground penetrating radar system operating at 400 MHz and 800 MHz with real-time signal sampling technology, manufactured by Impulse Radar of Sweden with USA service support through Tracer Electronics LLC in Tennessee. The cart must include a Samsung Galaxy Tab Active5 Pro Android tablet as the operating interface, wireless data transmission between antenna and tablet, automatic utility field report generation with APWA color-coded markers, Google Earth mapping integration, and RTK GNSS external GPS support. The cart design must be lightweight and folding, weighing approximately 45 pounds, with a Li-Ion rechargeable battery providing up to seven hours of continuous operation. The tablet specifications include Android 15 operating system with eight future OS upgrades, Qualcomm Snapdragon processor, 128GB internal storage with microSD expansion up to 2TB, 10.1-inch display with Gorilla Glass Victus protection, IP68 ruggedness rating, and MIL-STD-810H military specification compliance. Regulatory certifications required include CE, FCC, and IC approval. The procurement also includes one spare battery kit and one Samsung tablet sun shade.

Warranty structure is tiered: five years on the antenna, two years on the cart and battery, one year on consumables and other components, and one year on the Samsung tablet. Delivery is required within 30 days of award. FOB Destination delivery to City-specified locations applies; all shipping, handling, and freight charges must be included in quoted prices. The vendor must provide user training at the City of Tampa's wastewater department facilities in the Port of Tampa and obtain Port Access Badges for all personnel, with associated costs borne by the vendor. Quotes must remain valid for 60 days from submission. The City reserves the right to award by line item, division, or aggregate total and to reject any or all quotes.
