The contractor must be available 24 hours per day, seven days per week, and will be responsible for servicing sinks, toilets, showers, and related plumbing systems throughout the facility. Bidders must hold a current Florida State Construction Industry Licensing Board plumbing license and demonstrate three years of successful experience in commercial plumbing services, including multilevel renovations and new construction, with a minimum of two documented journeymen plumbers possessing at least four years of commercial experience assigned and maintained throughout the contract term. The bid pricing schedule includes labor hours for foreman, journeymen, and helper personnel at standard rates (Monday-Friday, 7:00 a.m.-3:30 p.m.) and non-standard rates (all other times), with a fixed rate for emergency work requests covering the first 30 minutes on-site. The initial contract term is one year from the effective date of award, with options for three additional one-year renewal periods by mutual written agreement, plus up to three additional 30-day unilateral renewal periods at the City's discretion. A mandatory pre-bid meeting and site inspection are scheduled for 10:00 a.m. on Friday, May 1, 2026, at the WTE Facility's fourth-floor conference room, with sealed bids required to be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Friday, May 15, 2026, and award will be made to the lowest responsive, responsible bidder on an aggregate basis.

The City of Tampa has established a 5% bid discount, capped at $10,000, for evaluation purposes only, which applies exclusively to City of Tampa-certified Small Local Business Enterprises (SLBEs), and the City has provided a WMBE & SLBE Certified Companies Directory containing contact information for eligible small and local business enterprises certified to conduct business with the City, including numerous plumbing contractors such as DUCON Plumbing LLC, Dyser Plumbing Company, First Plumbing & Air Conditioning of Florida Inc., JVA Plumbing Inc., Kuma Plumbing and Drain LLC, and Strowbiz LLC. Bidders must submit comprehensive documentation including current Florida plumbing licenses, three references (with one from a local government entity), proof of three years in business, personnel certifications, equipment lists, facility descriptions within 30 miles of the WTE Facility, and procedures for receiving and dispatching work orders. Commercial General Liability insurance with limits of $1 million per occurrence and $2 million general aggregate is required, along with Automobile Liability and Workers' Compensation coverage. All contractors performing work at the WTE Facility must comply with extensive environmental, health, and safety (EH&S) requirements, including mandatory safety orientations, drug and alcohol testing programs, personal protective equipment standards, lockout/tagout procedures, confined space entry protocols, and hazard communication standards with Safety Data Sheets, along with specific exposure assessments and respiratory protection programs due to the presence of heavy metals including arsenic, lead, cadmium, and hexavalent chromium in plant ash.
