About this opportunity
Western Tidewater Community Services Board (WTCSB) is requesting proposals for mobile interior and exterior fleet cleaning services for approximately 145 vehicles (56 cars, 23 SUVs, 51 vans, 11 buses, 3 pickup trucks, and 1 transit wagon), with proposals due September 14, 2026 at 12:00 p.m. WTCSB serves Isle of Wight County, Southampton County, City of Suffolk, and City of Franklin, Virginia.
The scope includes bi-monthly routine interior and exterior cleaning, annual carpet and upholstery cleaning, and additional cleaning services as requested. All work must be performed during non-operational hours (Monday–Friday after 5:00 p.m., Saturday, or Sunday) at multiple service locations throughout the four-county service area. The contractor must submit pricing on a firm, fixed-price basis for each vehicle type and service type, with all labor, supervision, equipment, transportation, cleaning supplies, and materials included in unit prices. Price adjustments for renewal years may not exceed 3% and require documentation using the Consumer Price Index (CPI-U) or similar indices. WTCSB does not guarantee minimum quantities or expenditures; payment is based solely on actual authorized and satisfactorily completed services.
The contract term is one year beginning October 1, 2026, with three optional one-year renewal periods subject to satisfactory performance, continued need, fund availability, and mutual agreement. The contractor must maintain commercial general liability insurance of at least $1 million per occurrence, automobile liability of $1 million combined single limit, and professional liability of $2 million each occurrence.
Evaluation uses a 100-point scale: company qualifications and relevant experience (20 points), technical approach and understanding of requirements (25 points), staffing, equipment, scheduling, and service capacity (20 points), quality assurance and performance management (15 points), and price (20 points). Award will be based on best overall value rather than lowest price alone. Questions are due September 8, 2026. WTCSB reserves the right to negotiate with selected offerors, make multiple awards, reject any or all proposals, and terminate the contract with 60 days' notice for convenience or 30 days' notice for default.
