About this opportunity
Workforce Solutions North Texas (WSNT), a 501(c)(3) nonprofit organization serving 11 North Texas counties, is requesting proposals for fiscal monitoring and fiscal integrity review services under RFP 2026-005, with proposals due July 23, 2026 at 4 p.m. CDT. A five-point bonus applies to proposers holding Veteran Heroes United in Business (HUB) certification.
The scope covers financial monitoring reviews, risk assessment tools, fiscal monitoring plans, entrance and exit conferences, follow-up reviews, and monitoring reports for WSNT's subrecipients across multiple federal and state-funded programs: Child Care Services, WIOA, SNAP, TANF/Choices, RESEA, Employment Services, and Rapid Response. Fiscal integrity reviews must be completed before mid-September 2027. Contractor must maintain all records for seven years post-contract termination in compliance with state and federal regulations.
Respondents must carry general liability insurance ($500,000 per occurrence or $1,000,000 aggregate), errors and omissions coverage, motor vehicle liability ($100,000 per occurrence), and workers' compensation insurance.
The estimated total funding available is $13.46 million, distributed across two primary contractors: Rolling Plains Management Corp for Child Care Services ($10.51 million) and Equus Workforce Solutions for Workforce Onestop Services ($2.95 million). WSNT may execute cost-based contracts contingent upon receipt of sufficient funding from the Texas Workforce Commission. The initial contract period runs October 1, 2026 through September 30, 2027, with renewal options for up to four additional one-year periods at WSNT's sole discretion.
Proposals will be evaluated on a 105-point scale: firm credentials and monitoring experience (25 points), fiscal monitoring process (25 points), work plan and timelines (25 points), budget reasonableness (25 points), and HUB status (5 bonus points). A minimum score of 70 points is required for award consideration. Written questions are due July 1, 2026 at 5 p.m. CDT, with responses posted July 7, 2026.
