About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Cabinet for Health and Family Services, is requesting bids for laundry and linen services at Western State Hospital (a 175-bed acute care adult psychiatric facility) and Western State Nursing Facility (a 144-bed long-term care facility), with bids due August 26, 2026 at 1:30 p.m. EST and written questions due August 13, 2026.
The scope includes weekly pickup and delivery of ten line items—fitted sheets (510 units), flat sheets (775 units), geri pads (800 units), pillowcases (575 units), bath towels (3,300 units), washcloths (6,100 units), adult bibs (525 units), thermal blankets (775 units), patient gowns (500 units), and IV gowns (65 units)—three days per week (Monday, Wednesday, Friday) between 6:00 a.m. and 8:00 a.m. The contractor must furnish carts, laundry bags, stands, and liners; process laundry using bacteriostatic pH wash formula; finish items by flatwork iron or fluff-dry and fold; maintain a seven-day operating stock; and submit monthly management reports and an emergency service plan prior to award.
The contract term is one year from award with four optional two-year renewal periods available with written approval of all parties. Bids are evaluated on best value: 95 points for price (lowest bidder receives maximum points) and 5 points for experience as a laundry and linen service provider. All bidders must register in Kentucky's eProcurement system and submit bids electronically; paper bids are not acceptable. Vendors must bid all line items as a group; partial bids will be deemed non-responsive. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Required documentation prior to award includes Kentucky Tax Registration Application (Revenue Form 10A100), Certificate of Authority for foreign entities, required affidavits attesting to compliance with campaign finance laws under KRS 45A.110 and 45A.115, emergency service plan, and proof of Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance of $1 million per occurrence combined single limit for vehicles used in contract performance.
