About this opportunity

Dallas Area Rapid Transit (DART) is seeking qualified firms to provide installation services for a Pressure Reducing Valve (PRV) at the WSA Building located at the Northwest Rail Operating Facility (NWROF), 9717 Abernathy Avenue, Dallas, Texas 75220. This is a fixed-price procurement where the award will be made to the lowest responsive bid that meets all requirements outlined in the Statement of Work (SOW). Vendors must attend a mandatory pre-bid site visit scheduled for Wednesday, April 15, 2026, at 10:30 AM Central Time, with confirmation of participation required via email to Isaac Park (ipark@dart.org). The bid submission deadline is April 17, 2026, and all required solicitation documents must be fully completed and submitted to be deemed responsive. Key evaluation criteria include adherence to all SOW specifications, proper completion of all forms with required signatures and dates, submission of all supporting documentation, and attendance at the pre-bid site meeting. Qualified firms must demonstrate ability to meet DART's standards and provide lead times on the price schedule and formal quotations with their bid submissions. Failure to properly complete, sign, and submit all required forms and attachments will result in automatic disqualification from consideration.

The procurement documents do not explicitly identify specific set-aside designations for disadvantaged enterprises or restrictions on organizational types eligible to respond, though all vendors must comply with standard DART contractual requirements including equal opportunity employment provisions and certification of non-involvement with foreign terrorist organizations and non-boycott of Israel. No incumbent vendors or current contractors are identified in the available procurement documentation. The contract is governed by Texas law with venue in Dallas County, and standard terms include payment within 30 days of invoice receipt, commercial warranty covering merchantable quality and suitability for intended use, and DART's exemption from Texas state and local sales and use taxes. The specific contract award value or budget range is not disclosed in the available documents, though the purchase order terms establish standard provisions for delivery timeliness, inspection and acceptance, change orders with 30-day claims periods, and termination rights for both default and convenience.
