About this opportunity

The California Department of Education (CDE) is seeking written translation services through an Invitation for Bid (IFB) for its Clearinghouse for Multilingual Documents within the Curriculum Frameworks and Instructional Resources Division. The procurement covers translation services for parental notifications and informational materials across three language groups: Group A (15 languages including Arabic, Chinese, and Spanish), Group B (12 languages like German, Hebrew, and Ukrainian), and Group C (additional languages based on enrollment needs). Contractors must be human translators who are USA residents with a minimum of 5 years professional experience, including 2 years specifically translating educational documents. The contract will be awarded to the most responsive and responsible bidder with the lowest average per-word rate for Language Group A. Bid submissions are due on March 17, 2025, at 12:00 pm PST, with a public bid opening scheduled for March 19, 2025, at 10:30 am PST. The initial contract period will run from July 1, 2025, through June 30, 2026, with options to renew for two additional one-year terms through June 30, 2028.

The procurement includes several set-aside and preference provisions, with a 5% bid preference available for certified small businesses and optional Target Area Contract Preference Act (TACPA) preferences for California-based companies. While the Disabled Veteran Business Enterprise (DVBE) participation requirement is exempt, DVBE incentives ranging from 3-5% may apply based on participation levels. Notably, bidders awarded this Written Translation Services contract are prohibited from simultaneously receiving the Written Translation-Review Services contract. The contract's final approval is contingent upon Department of General Services (DGS) approval, CDE executive approval, and available funding and program authorization. Although specific budget ranges were not explicitly detailed in the document, the contract's structure as an as-needed service suggests flexible spending based on actual translation requirements throughout the contract period.
