About this opportunity
The City of Philadelphia is requesting quotations for woven wool blankets under a micro purchase, with quotations due September 22, 2026. This is an award-to-lowest-responsive-and-responsible-bidder procurement that may be split by line item at the City's discretion.
The total quotation ceiling is $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days from the effective date, commencing upon issuance of a purchase order. Delivery must be FOB Destination Point at quoted prices, and no work or delivery may commence until the City issues a purchase order. All prices must be net and exclusive of taxes.
Quotations must be submitted electronically through PHLContracts. Vendors must submit a signed Consent and Authorization Agreement prior to bid closing to be deemed responsive; the agreement can be attached to the vendor profile during registration or included with the first quote submission.
The City of Philadelphia has attached an LGBTQ Applicant Opportunity Data collection form requesting voluntary demographic information regarding beneficial ownership and control by LGBTQ individuals and LGBTQ Business Enterprise (LGBTBE) certification through the National LGBT Chamber of Commerce (NGLCC), the Independence Business Alliance (IBA), or other third-party certifying agencies such as the Pennsylvania Unified Certification Program (PAUCP), Disability:IN, or WBENC. Completion of the form is entirely voluntary and does not impact bid eligibility or award determination.
Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence. Sellers must certify that they and their parent or subsidiary companies are not indebted to the City for delinquent taxes, liens, judgments, or other debts, and must comply with all applicable City, state, and federal laws.
