About this opportunity
The Commonwealth of Virginia Department of Veterans Services is requesting proposals for wound care services at the Puller Veterans Care Center, a 128-bed skilled nursing facility in Warrenton, with proposals due October 30, 2026 at 2:00 p.m. and a clarification deadline of October 20. DSBSD-certified small businesses receive priority consideration under the evaluation criteria.
The scope includes on-site wound consultations and assessments, wound follow-up services, diagnostic testing, pain management related to wound status, and 24/7 on-call emergency availability on a regularly scheduled basis for a minimum of eight hours per month. The awardee supplies portable equipment; the facility provides soft goods and consumables. Contractors must hold valid Virginia professional licenses, maintain professional liability insurance, comply with continuing medical education requirements, and pass background investigations.
The contract term is one year with four optional successive one-year renewal periods. Compensation is structured as non-volume-based billing, with contractors required to bill third-party insurance resources first. For service-connected disabled VA residents, payment is limited to Medicaid rates; for uninsured patients, facility liability is capped at Medicaid rates. Invoices are due by the fifteenth of each month with final payment within 30 days of invoice receipt.
Evaluation awards 40 points for offeror qualifications, 40 points for experience with long-term care facilities, and 20 points for small business subcontracting plans. The procurement officer is Cheri Lankford, Deputy Chief Financial Officer (cheri.lankford@dvs.virginia.gov). All vendors must register in eVA and pay applicable transaction fees: small businesses pay 1 percent capped at $500 per order; other businesses pay 1 percent capped at $1,500 per order.
