About this opportunity
The Missouri Department of Health and Senior Services is soliciting bids for a Workforce & Purpose Alignment Initiative to engage a qualified health economist, with responses due July 22, 2026 at 3:00 PM Central Time. The procurement is structured as a Blanket Purchase Agreement with an open date of June 26, 2026 at 3:00 PM.
The contractor must hold at least ten years of experience in health economics and health systems transformation consultation, with a minimum of two years serving a Missouri human services state government agency. The project team must include a member with a terminal degree in Economics (PhD). This experience requirement is the primary capability filter.
The scope comprises facilitation of alignment across the Department's programs, services, and resources to maximize health impact and stewardship of public funds, guided by the Department's mission, vision, and goals. Deliverables include a progress report within six months of award and a final comprehensive analysis report by November 30, 2027 addressing organizational goals and metrics, program and service analysis, and recommendations for alignment including an economic framework for decision-making and resource prioritization.
The contract period runs from the date of award through November 30, 2027, with an option to renew for up to two additional one-year periods if funding is available. Renewal pricing cannot exceed the maximum stated on the Pricing Page. The contract is funded by CDC grant OE22-2203: Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems. Indirect costs cannot exceed the contractor's federally negotiated rate or 15% of modified total direct costs if no rate exists. The contractor may rebudget up to 10% of the total budget between object class categories without prior written approval.
Evaluation is weighted at cost (60 points), technical qualifications and past performance (40 points), project team qualifications (35 points), and methodology and approach (65 points), totaling 200 points. Bonus point preferences are available for qualifying organizations. Bidders must achieve "Approved" registration status in MissouriBUYS and "Spend Authorized" status in MissouriBUYS (powered by MOVERS) to be considered for award.
