About this opportunity

The State of Maine Division of Purchases is requesting bids on a Master Agreement for worker safety boots, with quotes due June 6, 2011. All bidders must submit a completed, notarized Code of Conduct Affidavit confirming compliance with Maine's workplace laws, labor standards, human rights protections, and anti-sweatshop requirements prior to bid opening; failure to submit this affidavit is a disqualifying condition. In the event of tie bids, preference is given to in-state bidders or those offering boots manufactured in Maine.

The scope covers 49 line-item boot styles and configurations meeting ASTM F 2413-05 MI/75 C/75 standards with a minimum 6-inch height. Styles include steel-toe, composite-toe, electrically hazard-rated, insulated, and waterproof options from manufacturers including LaCrosse, Red Wing, Carolina, Wolverine, Rocky, and others. The successful vendor must conduct quarterly on-site displays and sales at Maine Military Authority facilities in Limestone and Caribou for approximately 200 employees, accepting personal checks, credit cards, and cash with same-day delivery capability where possible. The contractor bears full responsibility for inspecting all boots before delivery and replacing defective items.

The contract runs through June 30, 2012, with an initial one-year term and two optional one-year renewal periods. Pricing must remain firm throughout the contract period. All awarded vendors are subject to a 1% anti-sweatshop fee applied to the total contract or purchase order amount, payable within 30 days of execution or quarterly for term contracts. The State reserves the right to make a single award or split the award based on best value, and may cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms. Electronic submission is required; quotes close at 2:00 p.m. local time on June 6, 2011.
