About this opportunity
Commonwealth University, specifically the Mansfield Campus of the PA State System of Higher Education, is seeking multiple work order contracts for construction, renovation, and repair services. The procurement involves awarding contracts to General, HVAC, Plumbing, and Electrical contractors for an indefinite quantity, open-end contract covering various facility maintenance needs. Specific construction disciplines include General Construction, HVAC, Plumbing, Electrical, Painting, Roofing, Concrete, Sitework, and Boiler Specialty work, with contractors providing labor and equipment rates for miscellaneous maintenance and renovation projects. A pre-bid conference and site visit will be held on April 17, 2025, at 11:00 AM EDT in the Brooks Facilities Building Conference Room, which is recommended but not mandatory for potential bidders. Electronic bids must be submitted through PennBid by 1:00 PM EDT on May 7, 2025, with all bidding documentation available at no cost via the PennBid platform. Interested contractors must register on PennBid to access solicitation documents, submit proposals, and receive potential updates or addenda.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors will be evaluated based on lowest base bids, with the potential for multiple firms to be awarded contracts. The bidding platform, PennBid, charges a modest fee structure of 1/3% for fixed contracts or 1/6% of contract value if awarded, with a minimum award fee of $100 and a maximum of $5,000. While specific contract values are not explicitly stated, this is an indefinite quantity contract where individual work orders will be issued as needed by the university. Potential contractors should note that the PA State System of Higher Education is transitioning from Ariba Discovery to PennBid for construction bidding, requiring all interested vendors to complete a new registration process. The contract appears designed to establish a pool of qualified contractors who can respond to various maintenance and renovation needs across the university's facilities, with flexibility in scope and potential engagement.
