About this opportunity
Pennsylvania Western University's California Campus is seeking multiple Work Order Construction Contracts for excavation, asphalt paving, and concrete maintenance services. The university intends to award up to two contractors for each service category, with contractors required to be physically located within a 75-mile radius of the campus to ensure rapid on-site service responsiveness. The contract will be a unit-priced work order agreement valid for one year, with potential renewal options for up to two additional two-year terms, resulting in a maximum potential contract duration of five years. Electronic bids are due by 2:00 PM EST on September 19, 2023, and must be submitted through PASSHE's ARIBA Sourcepoint platform. Contractors must provide all necessary labor, materials, tools, and equipment to complete projects in compliance with state, county, and local regulations, subject to approval by the California Campus, Pennsylvania Western University, and the State System of Higher Education. No pre-bid conference is scheduled for this solicitation, and interested bidders must register on the ARIBA Sourcepoint website to access bidding documents and submit proposals.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Potential bidders must register on the ARIBA platform, which is a free process designed to provide bid privacy, security, and supplier confidentiality. While specific budget ranges are not detailed in the documentation, the contract structure suggests flexible, on-demand service procurement through individual work orders as campus needs arise. The geographical restriction of a 75-mile service radius will likely limit competition to regional contractors capable of providing timely construction services. Interested contractors should review the complete bid package available at http://seller.ariba.com and follow the registration instructions provided on the California University website. The procurement approach indicates the university seeks reliable, responsive local contractors who can quickly address various campus construction and maintenance requirements.
