About this opportunity
The Maryland Department of Transportation State Highway Administration (MDOT SHA) is soliciting sealed bids under IFB WOOHDR30R for preventative maintenance and repair of 27 overhead doors at Worcester County facilities, with questions due November 16, 2026 at 3:30 p.m. and bids due November 18, 2026 at 2:30 p.m. No set-aside has been designated and no federal funding is involved.
Bidders must have two years of continuous overhead door service experience, own their employees and equipment, carry full insurance, and hold Maryland SDAT business registration. They must also submit at least one professional reference. Required coverage is Commercial General Liability of $1 million per occurrence and $2 million annual aggregate, Workers' Compensation of $1 million per occurrence, and appropriate automobile or commercial truck insurance.
The scope covers 19 doors at the Snow Hill Shop and 8 doors at the Berlin location. The contract calls for six preventative maintenance and inspection services over three years, two per year for all 27 doors, plus as-needed emergency repair labor with a four-business-day response requirement. Repair parts must be new, first quality, and invoiced at retail or manufacturer's suggested retail price or below.
Pricing is fixed lump-sum for preventative maintenance, inclusive of labor, overhead, transportation, tools, supplies, and lubricants. Repair labor is priced hourly, with separate trip charges and daily manlift rental when used. The price form uses estimated quantities of 6 preventative maintenance units, 135 technician hours, 25 repair trips, 12 unit days of a maximum 25-foot electric scissor lift, and a $3,500 parts and materials allowance. Those quantities are for bid evaluation only and may not reflect actual awarded volumes.
A single award goes to the lowest responsive and responsible bidder. Multiple or alternate bids are not permitted. Bids must be submitted electronically through eMaryland Marketplace Advantage (eMMA), with sealed bid delivery designated at the Snow Hill Shop. No pre-bid conference is required. Interested bidders may arrange facility inspections with Charles Larimore at 410-632-0511.
