About this opportunity

The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet (KYTC), Division of Purchases on behalf of Elliott County, is issuing a Request for Bid (RFB 605 2100000620) for the procurement of 50 wood poles, each measuring 45 feet in length and classified as Class 5 or Better, treated with Pentachlorophenol and conforming to Section 820 of the Standard Specifications for Road and Bridge Construction. The poles are to be delivered to the KYTC Warehouse (T-04-0220) located at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40601, with all delivery and unloading services, including boom truck provision, to be included in the bid price on an F.O.B. Destination Freight Prepaid and Allowed basis. Bidders must submit written questions by April 30, 2021, with the Commonwealth providing responses on May 4, 2021, and electronic bids are due by 1:30 p.m. Eastern Time on May 11, 2021, with a tentative award date of May 14, 2021. Award will be determined on a best value basis, with evaluation criteria weighted at 95 points for price (lowest price receiving maximum points) and 5 points for delivery time (earliest delivery receiving maximum points), and all bids remain valid for a minimum of 90 calendar days following the bid closing date. Vendors are required to provide timber inspection by the Division of Materials for poles treated within a reasonable driving distance of Kentucky, or by an independent treated timber inspection company at the vendor's expense for poles treated outside this distance; late delivery penalties of 1 percent per day will be deducted from invoices for each day delivery is late, absent delays caused by factors outside the vendor's control.

The solicitation provides reciprocal preferences for Kentucky resident bidders equal to the preference given by nonresident bidders' states of residence, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind may receive preferential scoring of 20 percent or 15 percent, respectively, of the maximum points awarded. All bidders and offerors are required to complete and submit the Annual Affidavit (Rev. August 2020) as a compliance document certifying adherence to Kentucky campaign finance laws, tax registration and payment status, sales and use tax compliance, and restrictions on boycotts of jurisdictions with which Kentucky maintains open trade; non-compliance during the affidavit's effective period requires immediate notification to the Finance and Administration Cabinet's Office of Procurement Services. No incumbent vendors or current contractors are identified in the solicitation materials. Vendors must submit all bids electronically through the Kentucky eProcurement system, with hard copies and emailed submissions not accepted, and must include vendor contact information, unit pricing per pole, and proposed delivery timeline in calendar days following contract award on the provided bid sheet. The solicitation materials do not specify a predetermined budget or contract value, allowing vendors to submit competitive pricing for the 50-pole procurement.
