About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for two 12-inch trailer-mounted, self-feeding wood chippers on behalf of the Department of Transportation, with quotations due March 18, 2020 at 4:00 p.m. Eastern Standard Time.
The equipment must chip soft and hard woods, both green and seasoned materials, with a minimum 12-inch diameter capacity and self-feeding capability without operator pushing. Vendors must provide detailed itemized quotes on company letterhead, product data sheets, warranty information, and service facility locations within 75 miles of five Maine DOT regional headquarters (Scarborough, Augusta, Dixfield, Bangor, and Caribou). Bidders must also certify debarment status, non-collusion, specification compliance, and equipment performance data.
All quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) system on an FOB Destination basis, with all shipping and delivery costs included. The State is exempt from federal, state, and local taxes.
The initial Master Agreement term runs from April 17, 2020, through April 30, 2022, with two optional renewal periods: a two-year extension through April 30, 2024, and a one-year extension through April 30, 2025. Delivery is to Augusta, Maine. The State anticipates purchasing two units during the first twelve months.
Evaluation will be conducted on a best-value basis, considering conformance to specifications, delivery timeline, warranty data, manufacturer performance, parts availability, and lifecycle operating costs. Award will be made to the lowest responsive and responsible bidder meeting specifications. The State reserves the right to reject any or all quotations and reserves the right not to award to the lowest bidder if documented poor performance or prior contract termination occurred within the last five years. No bidders' conference or site visit is scheduled.
