About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on wood and lumber products for Kentucky Correctional Industries at two facilities—Green River Correctional Complex in Central City and Little Sandy Correctional Complex in Elliott County—with bids due July 21, 2026 at 1:30 p.m. ET. Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries (20 percent preference) and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference) receive statutory preference consideration under KRS 45A.490-494 and 200 KAR 5:410.
The scope comprises furniture-grade, kiln-dried hardwood lumber organized into five bidding groups: Hardwood Plywood (Veneer Core), Veneered MDF Panels, Particle Board (Composite Panel Products), Rough Hardwood Lumber, and Pallet Products. Vendors may bid on any combination of groups but must bid all items within a selected group for responsiveness. Annual requirements average approximately 30,000 square feet and include species such as birch, maple, walnut, poplar, and ash. Pricing must be quoted on Attachment C Bid Price Sheet with F.O.B. Destination Freight Prepaid and Allowed terms; vendors bear all shipment and freight charges.
The initial contract term is one year from award, with optional renewal for four additional two-year periods subject to mutual written approval and potential renegotiation. Awards will be made based on best value using a ranking approach with 100 points allocated to price (lowest bidder receives maximum points) and delivery evaluated on a pass/fail basis requiring fulfillment within five business days after receipt of order, with one percent per day deducted from invoices for late deliveries. Prices must remain firm for the initial twelve-month period; thereafter, price increases may be requested with industry-wide justification. Written questions are due July 13, 2026 by 10:00 a.m. ET. This is a re-solicitation of RFB 758 2600000665, which closed July 1, 2026 without award. Vendors must register in the Commonwealth eProcurement System at least 24–48 hours before submission and maintain Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate) and Automobile Liability Insurance ($1 million combined single limit) if providing delivery services.
