About this opportunity

The Missouri Department of Health and Senior Services is requesting sealed bids for Women Infants & Children (WIC) Compliance Buy Investigations, with bids due November 10, 2026, at 3:00 p.m. Central Time. This is a restricted solicitation; bidders must be registered in MissouriBUYS with "Prospective" or "Spend Authorized" status to submit a response and must achieve "Approved" status in MissouriBUYS and "Spend Authorized" status in MOVERS to be considered for award.

The scope comprises undercover WIC compliance buys and detailed investigative reports documenting suspected abuse, fraud, and corruption by authorized or non-authorized retail stores in the WIC program. The contractor must conduct approximately 150 compliance buys annually across approximately 40 retailers throughout Missouri, with each retailer receiving a minimum of one to a maximum of eight buys as determined by the Department. The contractor must also provide testimony and attend civil, criminal, or administrative hearings as required, with up to five hours of testimony and hearings anticipated annually, potentially lasting up to one full day per hearing.

Minimum qualifications include five years of retailer investigation experience, with WIC investigation experience highly desirable. The contractor must obtain or already possess a Missouri Private Investigators License within 30 days of contract award. Pricing is firm and fixed for compliance buy investigations per unit, with testimony and hearings priced hourly per investigator. Travel expenses for compliance investigations are included in the firm fixed price; testimony and hearing travel expenses are reimbursed separately at the lower of CONUS per diem rates or the contractor's written travel policy.

The contract period runs from award through December 31, 2027, with four renewal options available for one-year periods if mutually agreed. The resulting contract is structured as a Blanket Purchase Agreement. Pricing is the sole evaluation criterion for award to the lowest-priced responsive bidder. The incumbent contractor operates under contract number KQ240054589. Vendor questions must be submitted no later than ten calendar days prior to bid closing. The procurement officer is Janett Walker at (573) 751-6032 or Janett.walker@health.mo.gov.
