About this opportunity
The Town of Wolcott is seeking to establish an "At-the-Ready" list of qualified contractors for emergency road construction work within the town, specifically targeting road repair and maintenance during and up to three days following emergency events. This procurement opportunity is designed to create a pre-approved list of contractors that complies with FEMA procurement requirements and the town's open and fair Purchasing Policy. Interested contractors must submit a comprehensive qualification package that includes company information, contact details, experience history, FEMA work background, primary operator credentials, detailed equipment inventory with hourly rates, and labor cost specifications. The submission deadline is February 3, 2025, at 3:30 pm, with contractor selection occurring on February 5, 2025. Contractors will be selected for a one-year term and will be directly contacted by the town during emergency events, eliminating the need for additional public advertising once the list is approved. Submission methods include email to selectboardadmin@wolcottvt.org, in-person drop-off at the Wolcott Town Clerk's Office, or mailing to the town's PO Box.
The request for qualifications does not specify explicit set-aside designations or restrictions on participating organizations. While no specific disadvantaged enterprise requirements are mentioned, the procurement appears open to various road construction and emergency response contractors. The opportunity covers Grand Isle County in Vermont and focuses on creating a responsive emergency road work contractor list. No incumbent vendors or specific technology integration requirements are detailed in the documentation. Although a precise award value is not specified, the contract is structured as an on-call emergency response list where contractors will be compensated based on their submitted hourly equipment and labor rates during actual emergency events. The one-year contract term suggests potential recurring revenue for selected contractors, with the possibility of extension or re-solicitation after the initial period. Contractors will be evaluated based on their equipment availability, experience, FEMA work history, and demonstrated capability to respond quickly to emergency road maintenance needs.
