About this opportunity
The California Department of Transportation (Caltrans), specifically District 7, is conducting a competitive Request for Quote (RFQ) for 229 wireless 5G routers to support traffic management infrastructure for the 2028 Summer Olympic Games in Los Angeles. The procurement seeks Advantech ICR-4461S-8SWH routers with specific technical requirements, including 4 PoE ports, 10 Gigabit SFP, RS232/RS485 connectivity, CAN protocol, GPS capability, and outdoor-rated metal construction. These routers will be installed at CCTV locations along game route networks to ensure reliable communication and video transmission between camera sites and the Traffic Management Center (TMC). The solicitation requires bidders to submit quotes by December 22, 2025, at 5:00 PM, with written questions due by December 15, 2025. The Notice of Intent to Award is scheduled for approximately January 5, 2026, with immediate delivery required to 2901 W Broadway, Los Angeles, CA 90041. Quotes must be submitted on vendor letterhead, inclusive of all costs, and will remain valid for 60 days from the due date.
The procurement offers preferences for Small Businesses (SB) and Disabled Veteran Business Enterprises (DVBE), with a 5% SB preference for certified California small businesses or those committing to subcontract at least 25% of the net bid price to certified SBs, and a 1-5% DVBE incentive based on verified participation levels. Bidders must complete a Commercially Useful Function (CUF) Certification, demonstrating their ability to perform a distinct element of work and manage the contract effectively. All equipment must be new and in current production, and bidders are required to submit various compliance documents, including a Bidder Declaration Form, Recycled Content Certification, and adherence to extensive security and privacy requirements aligned with California State Administrative Manual sections and NIST standards. The State reserves the right to award on an "all or none" basis or on individual items, with the lowest responsive responsible bidder being selected. While no specific incumbent vendor is mentioned, the contract appears to be part of a broader infrastructure upgrade to support the 2028 Summer Olympics, with an estimated value exceeding $50,000.
Opportunity text
As part of District 7's (07) efforts to support the 2028 Summer Olympic Games (LA28), we are requesting to purchase wireless 5G routers to install at CCTV locations along game route network. These items are needed to support D7's traffic management activities for LA28 Summer Olympics as Los Angeles will host many games during this event. These items are essential for ensuring reliable communication and video transmission between the CCTV site and TMC. Without them, the newly installed cameras would not operate, which would hinder real-time traffic visibility. This visibility is crucial for the TMC and Caltrans to provide timely updates to visitors, enhancing overall traffic management and safety during the event.
