About this opportunity

Lake County Government in Colorado has issued a Request for Proposal (RFP) for Winter Trail Grooming Services for the 2025/26 season, targeting trail maintenance and grooming services within their jurisdictional area. The procurement seeks a qualified contractor to provide comprehensive winter trail maintenance for three specific trail systems: the Mineral Belt Trail (11.6 miles), Dutch Henry Tubing Hill, and an optional Mt Massive Golf Course trail system (4.63 miles). The contract period will run from December 1, 2025, to March 31, 2026, with the successful contractor responsible for pre-season and in-season trail maintenance using specialized snow grooming equipment like Snow Cat Groomers and snowmobiles. Key objectives include grooming trails up to two times per week under favorable conditions, maintaining specific trail width and surface quality standards, and adhering to professional grooming techniques. The bid process requires detailed pricing submissions for pre-season and during-season grooming services, calculated per mile and per groom, with contractors mandated to provide comprehensive equipment information including manufacturer, model, and year. Critical procurement dates include bid questions due by September 30, 2025, proposal submissions due on October 3, 2025, anticipated bid award on October 20, 2025, and contract execution scheduled for December 1, 2025.

The RFP does not explicitly mention specific set-aside designations or restrictions on responding organizations. While no incumbent vendors are identified, the procurement emphasizes the use of modern equipment and professional grooming standards, with the Parks & Recreation Director responsible for inspecting and approving contractor work quality and performance. The document indicates that additional work beyond the specified scope will be completed at a negotiated rate, suggesting potential flexibility in contract terms. Although a specific contract value is not directly stated, the comprehensive requirements for trail grooming across multiple trail systems suggest a substantial service contract. The procurement appears open to professional snow grooming contractors with appropriate equipment and expertise in winter trail maintenance, with evaluation likely focusing on technical capabilities, equipment quality, proposed grooming methodologies, and competitive pricing structures. Potential bidders should demonstrate professional competence in winter trail maintenance, possess appropriate snow grooming equipment, and show capability to meet the detailed performance standards outlined in the RFP.
