About this opportunity
The Board of County Commissioners of Garrett County, Maryland is requesting sealed bids for winter abrasives and road salt (Bid #26-0929W) for use on County roadways during the winter season, with bids due September 29, 2026 at 1:30 p.m. local time and public opening at 2:00 p.m. the same day.
The procurement covers three material types with estimated quantities: Type 1 Material (100,000 tons) — either #10 Stone Dust or #9 Stone Dust with anti-skid properties meeting specified gradation schedules; Type 2 Material (45,000 tons) — coke-ash or bottom-ash anti-skid meeting defined gradation and chemical-analysis requirements; and Type 3 Material (1,500 tons) — sodium chloride road salt meeting ASTM Designation D632 specifications. Actual quantities may vary based on County needs. Bidders must submit test results and gradation schedules with their bids, including pH, unit weight, and moisture-content analysis; failure to provide this information renders the bid non-responsive. Bidders must also indicate the loading equipment to be used and notify County supervisors of any equipment failures.
Pricing for Types 1 and 2 materials must be quoted per ton at the source of supply. Type 3 material pricing is quoted as a delivered price to Garrett County. The County will calculate hauling costs using a formula of (round-trip miles to plant × $2.20 per mile) ÷ 15 tons and will evaluate bids on either the aggregate bid including hauling costs or the lowest responsive bid per garage location (Oakland, Accident, and Grantsville). Bidders conducting business outside Garrett County must submit a Purchasing Preference Affidavit.
The contract period begins upon award for one year, with an option for extension for an additional one-year period by mutual agreement. Bids remain binding for 90 days following opening unless extended by written agreement. The County reserves the right to award one or multiple material types and to reject any or all bids. Sealed bids must be submitted to the Garrett County Commissioners Office, 203 South Fourth Street, Room 207, Oakland, Maryland 21550.
